All in all: Yes, picking a play list could be just as dangerous as texting especially while in traffic.
However, that was not the situation I was in when the cop pulled me over.

senseless violence. especially violence in the name of religion. violence in general. I dont understand whats so hard about not harming others. it takes more effort to build a bomb or pull a trigger than it does tojust turn the other cheek.
I hate getting those job phone calls that tell you, you did everything great...BUT, we decided to go with someone else. The feedback is "needs more experience". How do you get that when no one gives you a chance? Moving on...something has to give eventually.
yeah i suppose. they dont really do a good job of brainwashing in bootcamp haha. im the same guy i was before i joined. only difference being now i work on a ship, wear a uniform to work and get free healthcare.

Well to answer your question i would not look to decide if it counts as traffic but rather look at it as a vehicle that one could potentially hit when care isn't taken and cause an accident. With that in mind it doesn't really matter if it is considered traffic or not.
