I am now able to pinpoint it. Jello's voice sounds like he's one of the midgets from the Wizard of Oz.

yeah that's brandon cruz from dr. know. he's also the guy who played eddie in the 70's tv show the courtship of eddies father staring the tv hulk's bill bixby. he's not that great, nice guy, but not that great. there was this other signer awhile back ...damn i forget his name and what band he was from, i'll get back to you on that, but he was way younger, like in 20's and had glasses. he almost looked like a younger milo. he was awsome on stage.
